The awareness during the seventies, by the French army, of the inadequacies of the AMX-30 B2 caused in 1977 the establishment of a specification named EPC, for in French "Engin principal de combat". The purchase of foreign tanks, such as the American M1 Abrams, the German Leopard 2 or the Israeli Merkava, was considered and then rejected.

Similarly, in 1979, a combined program with Germany, based on the Leopard 2 tank, was not successful. The only solution left was to build a national model, and studies began in this direction.

Contrary to other Western programs, the focus was on active rather than passive protection, in order to limit the final mass of the vehicle. Mobility, allowing dodging, and fire control were particularly taken care of.

In 1986, the EPC was renamed LECLERC, manufactured by GIAT Industries, now known as NEXTER. They were assembled in the city of Roanne until July 2008. The last of the 406 Leclerc tanks produced for the Army was delivered in October 2007.


The LECLERC program ended with the delivery of the last 17 tanks in 2007. A total of 406 tanks were delivered to the Army, but the first series were withdrawn from service as the equipment was no longer operational. 


The active tanks are expected to remain in service until 2030. In the coming years, the LECLERC tank will be equipped with a stealth kit and increased protection against sniping.

In 2010, the number of LECLERC tanks in the forces is 254, including 240 projectable tanks intended to fulfill the operational contract with 4 regiments of 54 Leclerc. In reality, nearly 150 tanks have been placed in "management stock" and the operating budget only allows for the maintenance of 42 tanks, half of which are used by 12 LECLERC tanks present in Lebanon within the framework of the UN.

 


The United Arab Emirates army has received 388 LECLERC tanks (all delivered at the end of 2003), 2 school tanks, plus 46 ARV (Armoured Recovery Vehicle) tanks, the last 3 of which were delivered in July 2008.

More than 70 of these Emirati LECLERC tanks have been sent to combat in 2015 in a war in Yemen.
